Problem solved. The OS 46 crankshaft is 4mm longer than the OS 50 crank, from the front main bearing to the end of the thread. This means the end of the crank hits the bottom of the starter shaft. I did see a suggestion to cut the crank, but I've opted to fit the 50 instead...
